Summary of the economic status of the United States vis-à-vis Europe with special attention to European immigrants in the North and African Americans in the South. Although the author is sympathetic to the plight of African Americans, he argues that the South should be allowed to resolve issues involving race relations without intervention by either the federal government or Northern interests.
