Whole issue of an African American periodical containing articles, poetry, columns, editorials, and advertisements. Mr. Stone has marked an article in this issue entitled “A Subsidized North” by W. S. Scarborough, in which the author criticizes the Northern states for “patting and smoothing, bowing and kow-towing to, condoling and sympathizing with” the South. “There is not fact more apparent than this:--the change in the mind and the attitude of the North in all lines touching matters of public policy and especially policy which in any way relates to the Negro race.”
