Tribute to one of the country’s founding fathers (signer of the Declaration of Independence, member of the Constitutional Convention, and later a Supreme Court judge). The Wilson Doctrine refers to Article 1, Section 2, Clause 1, of the Constitution, which allows states to determine who is qualified to vote.
