Reflections on the evolution of black suffrage in 1866 and 1867. Although asserting that the South had been treated with great leniency at the end of the war, politicians with selfish motives had gained control of Reconstruction and forced the extension of suffrage to African Americans on white Southerners. The brief article ends with this statement attributed to Parkman. “’The lion had had his turn, and now the fox, the jackal, and the wolf took theirs.’”
