Speech in response to two resolutions, one declaring that petitions calling for the abolition of slavery in the District of Columbia, and an amendment adding language stating that Congress had not Constitutional right to abolish slavery in the District of Columbia, in which the speaker defends the right of Congress to abolish slavery in the district but argues that that right does not extend to interfering with slavery in any of the slaveholding states.
