Investigation of several incidents in which recruits for the 5th Massachusetts Cavalry were alleged to have been cheated out of their bounties when the enlisted. The five-page majority report concludes that the allegations were true and is signed by six members of the committee. A ten-page minority report authored by a single member argues that the deduction of money from the men’s bounties to cover the cost of their recruitment was justified. (The 5th Massachusetts Cavalry was a black regiment.)
