29[a]. U.S. House, Select Committee on New Orleans Riots, House Report No. 16: Minority Report, 39th Cong., 2nd Sess., [February 11, 1867]. (24 p.)
Minority report by a member of the committee charged with investigating the race riot in New Orleans, Louisiana, at the Mechanics’ Institute on July 30, 1866. The single author (B. M. Boyer) blamed the riot on “incendiary speeches, revolutionary acts and threatened violence” of persons wishing to enfranchise African Americans and disfranchise former Confederates.
