Speech regarding a motion introduced by Senator John C. Calhoun of South Carolina to refuse to receive a petition calling for the abolition of slavery in the District of Columbia. The speaker agrees with his Southern colleagues that slavery should not be abolished in the District of Columbia but disagrees with the notion that citizens do not have a right to petition the Senate in regard to that subject.
