9. James R. Doolittle, An Appeal to the Senate to Modify Its Policy and Save from Africanization and Military Despotism the States of the South. Speech of Hon. James R. Doolittle, of Wisconsin, Delivered in the Senate of the United States, January 23, 1868. Speech of Hon. Henry Stanbery, Attorney General of the United States, at the Great Democratic Banquet in the City of Washington, on the Eighth of January, 1868 (Washington, DC: Office of the Constitutional Union, 1868). (16 p.)
Two speeches, the first opposing the imposition of Congressional Reconstruction in the South with particular resistance to the idea of enhancing the civil rights of African Americans. The second speech by Stanbery is much shorter but reiterates Doolittle’s arguments in the first. (The collection has another copy of Doolittle’s speech distributed by a different publisher in volume 6 [no. 6].)
