Explanation of how a constitutional convention in Louisiana drafted a complicated set of provisions by which African Americans were disfranchised without interfering with the right of illiterate white citizens to vote. The author predicts that the success of white supremacists in disfranchising black voters will embolden them to do other things to curtail the civil rights of African Americans.
