16. Raymond Patterson, “Governor Taft and Our Philippine Policy,” American Monthly Review of Reviews (August 1901): 179-85.
Account of William H. Taft’s stewardship of the Philippine Islands. Someone has underlined this passage. “and [President McKinley] has eliminated only those so-called constitutional rights which are manifestly not applicable to the Philippines, and which the father of the republic themselves would not have inserted if they had been legislating for savage tribes.” A photograph of Taft appears on the first page, as does another on page 181 that was taken twenty-four years earlier when he graduated from Yale.
