Synopsis of two books on Haiti, both dealing with the anomaly of having black officials governing white citizens. The recent book (1900) is entitled Where Black Rules White by Hesketh Prichards. The other book is entitled Hayti: Or, the Black Republic by Sir Spencer St John and was published in 1889.
