Criticism of school segregation in New Jersey despite the existence of laws banning the practice. The author concludes the essay with this paragraph. “But to blazon before the world a statute proclaiming absolute impartiality of treatment, and then to discriminate by refusing to recognize the statute in the local bodies or to enforce it in the higher official circles is of a piece of hypocrisy which should cast contempt upon a state.”
