Essay in which the author points out that the Southern States are over-represented in the U. S. Congress because the number of representatives is based on the total number of inhabitants while the right to vote in those states is restricted to whites only. “In conclusion it will be observed that the States of Louisiana, Mississippi, Alabama, Florida, Georgia, South Carolina and North Carolina now elect, by counting disfranchised negroes, twenty-six representatives in Congress out of fifty-five. This number—twenty-six—is in excess of the number to which they would have been entitled under the census of 1900 on their white population counted separately.”
