Two studies concerning the increase in immigration to the United States from Europe. Both essayists agree that immigration should be encouraged, but only for educated immigrants with vocational skills. “I hole the opinion that existing laws, properly enforced,” the second author opines, “with an amendment embracing the reading and writing qualification above indicated, would protect society from the evils connected with immigration, and would insure to us the immense benefits arising form the enormous human stream which must continue to flow to this country.”
