History of atrocities committed by Native Americans since the Civil War. The author, an army general and “law and order” man, offers this solution to the Indian Question. “After careful observation of all the principal tribes in the United States, I believe that those people who have been and are still a terror to the peace and good order of certain States and territories should be placed under some government just and strong enough to control them. The time has arrived when the lives, welfare, prosperity, and future of those great States are too precarious and too valuable to be jeopardized by these yearly alarms and frequent Indian wars.”
