Speech objecting to Congressional Reconstruction. The speaker distinguishes between the “reconstruction” and the “restoration” of the seceded states, claiming that they had never left the Union because secession itself was illegal and thus inoperable. The speaker was a supporter of President Andrew Johnson’s policy in regard to the Reconstruction of the South.
