Final report of the Bureau of Free Labor in Louisiana, which had been established by Major General Nathaniel P. Banks in an effort to maintain cotton and sugar production on plantations under Union control. The author provides data to support his contention that the Bureau was successful in fulfilling its mission. (The collection has another copy of this report in volume 38 [no. 3].)
