Reprint of the Majority Report on Reconstruction submitted in Congress on June 18, 1866, by William P. Fessenden in the Senate and Thaddeus Stevens in the House with marginal notes. Language for what will become the Fourteenth Amendment is appended, also with marginal notes. The editor of this pamphlet is concerned that President Andrew Johnson’s lenient policies will allow former Confederates to regain political power in the Southern states during Reconstruction.
