Account of the legislative history of an election bill introduced by Republicans in the United States Congress and its subsequent failure. The bill attempted to establish a national mechanism of enforcement to insure that all registered voters would be allowed to vote. The bill was opposed by Democrats, particularly Democrats in the South, who were in the process of restricting black suffrage.
