Discussion of the difference between civil rights and social equality with an assertion that the demand of African Americans for civil rights does not imply that they expect to be accepted by European Americans as equals socially. “In conclusion,” the author writes, “I desire to emphasize the fact that the Negro has common sense enough, not to speak of education, to know that no legislation in either church or state can give him arbitrary admission into the best society, white or colored, and that no congressional enactments can regulate the affections.”
