Criticism of a bill passed into law in 1888 excluding all immigration from China and preventing persons of Chinese ancestry who already lived in the United States from reentering the country once they leave. The author contrasts the difference between that legislation and the treaty of accord signed between the United States and China in 1868 to allow the importation of Chinese laborers to work on the Central Pacific Railroad.
