Definition of the Solid South as a place in which there is consensus among white citizens of two fundamental principles: 1) opposition “to race amalgamation and to all forms of social intermingling which seems to them liable to lead to amalgamation,” and 2) agreement “that mere numerical majorities should not govern.”
