Criticism by a seasoned observer of race relations on Jim Crow legislation and mob violence as means for reasserting a planter-slave relationship between whites and blacks in the South. Schurz argues that eventually black Southerners will either be reduced “to a permanent condition of serfdom” or recognized “as a citizen in the true sense of the term.” The article contains a photograph of the author.
