6. Preliminary Report Touching the Condition and Management of Emancipated Refugees; Made to the Secretary of War, by the American Freedmen’s Inquiry Commission, June 30, 1863 (New York: John F. Trow, 1863). (40 p.)


Report consisting of seven sections. The first considers freedmen in the District of Columbia, Eastern Virginia, and North Carolina. The second covers freedmen in South Carolina and Florida. The next section reports on freedmen as laborers in the Union army and is followed by a section on freedmen as soldiers. The remaining sections deal with a proposal for an organization to assist freedmen adjust to life after slavery that eventually will be established as the Freedmen’s Bureau.
