Defense of segregation in the South by the Rector of St. John’s Church in Montgomery, Alabama. The speaker argues that local determination of racial customs and practices is the only viable solution to the race problem. For example, he argues that the Fifteenth Amendment should be modified so as to “make the question of the definitive conditions of the franchise a local issue in every state of the Union.”
