History of the evolution of Louisiana from slavery and secession to a the status of a “Free State” by a future governor. Warmoth sought admission to Congress as a territorial representative from Louisiana based on the assumption that the state had reverted to a territory when it seceded from the Union. (The letter is misdated [1862] at the end.)
