Official report by a special agent of the Treasury Department to Salmon P. Chase, Secretary of the Treasury, in regard to the condition of plantations in the area along the South Carolina coast occupied by Union forces. A good portion of the report is devoted to descriptions of the slaves who produce the cotton grown on those plantations. (The collection has Pierce’s report to Chase for the previous year in volume 30 [no. 25].)
