Whole issue of a periodical published by the Hampton Normal and Agricultural Institute in Virginia. Mr. Stone has written “See page 621” on the cover, which refers to an article entitled “Some Effects of the Negro’s Poverty” by Roscoe Conkling Bruce. Using data from W. E. B. Du Bois’s book on African Americans in Philadelphia and Lillian Brandt’s article on “The Negroes of St. Louis,” the author of this article investigates the relationship between poverty and criminality among African Americans. He concludes that “The evidence is extensive and cumulative. In short, the poverty of the Negro is the fundamental cause of his excessive criminality and his alarming death rate.”
