Whole issue of a periodical published by the Hampton Normal and Agricultural Institute in Virginia. Someone has written “See pp. 650-654 incl.” on the cover, which refers to an article entitled “A Plea for Negro Trade Schools in Cities” by Roscoe Conkling Bruce. The author of this article argues that poverty is the reason for an increase in urban crimes committed by African Americans and that the provision of vocational education would improve chances for employment and thus help reduce black criminal activity. Someone has written “[The Editor has omitted one or two important paragraphs.]” above the title and indicates where the omission has occurred.
