Political flyer denouncing federal expenditures for the Freedmen’s Bureau. Pointing out that Congress had allocated almost $7 million for the Freedmen’s Bureau in 1866, the flyer calculates that each voter in Pennsylvania had paid about $1.50 apiece for “lazy negroes.”
