Analysis of black labor in relation to climate, geology, and crop. The author ends by quoting Joseph A. Tillinghast. “’As a race the negroes are still wanting in energy, purpose and stability; they are giving away before the able competition of whites in the skilled and better paid occupations, and they fail to husband resources so as to establish economic safety.’” Immediately after this sentence the author writes that “I think this is a fair statement of the facts of the case.” (The collection has another copy of this article in volume 18 [no. 10].)
