21. A. Sylvia White, “Africanists in Council,” Nineteenth Century (September 1895): 455-65.

Report of the proceedings of the sixth International Geographical Congress in London at which delegates debated whether the tropical regions of Africa were suitable for economic development under European supervision. “Those who took part in the debate represented two schools of experience—the theoretical and the practical: the geographer and the pioneer.” The author concludes that the colonial powers will eventually dominate the native tribes.
