Proposal for a constitutional amendment that would repeal the Fifteenth Amendment and sections 2 and 3 of the Fourteenth Amendment. The author favors replacing these amendments with an amendment that would confer universal male suffrage for federal elections (i.e., for president, vie-president, and members of Congress) but allow individual states to determine qualifications for local or state-wide elections.
