Proposal to elect members of the U. S. House of Representatives by having state-wide elections in which each voter casts a single ballot for one candidate with the requisite number of candidates receiving the highest number of votes filling the seats apportioned to that state. This procedure would eliminate the need to have congressional districts and thus avoid the controversy over gerrymandered districts.
