Defense of suffrage gained by African Americans during Reconstruction. “If we turn now to an examination of the conduct and capacity of the colored race as shown during the period of its free exercise of the suffrage, it will appear that the race exhibited qualities entitling it to all the political privileges conferred by reconstruction measures.”
