Speech concerning the issue of suffrage for former Confederates as well as African Americans in the South. The speaker favors limiting suffrage to educated male citizens and notes that “to demand a certain qualification of intelligence is eminently safe, and consists with the interests and rights of all.” He also points out that these qualifications should apply to white voters as well as black. (The collection has another copy of the address, this one marked by Mr. Stone, in volume 10 [12].)
