Speech concerning the issue of suffrage for former Confederates as well as African Americans in the South. The speaker favors limiting suffrage to educated male citizens and notes that “to demand a certain qualification of intelligence is eminently safe, and consists with the interests and rights of all.” He also points out that these qualifications should apply to white voters as well as black. Mr. Stone has made many pencil notations in the margins of this pamphlet, particularly on page 16. (The collection has another copy of the address in volume 14 [15].)
