Minority report objecting to the passage of a resolution in the Rhode Island legislature protesting the passage of a resolution in the U.S. Congress that called for the automatic rejection of all petitions advocating the abolishment of slavery in the District of Columbia. In other words, Mr. Whipple thinks that the Congressional resolution is good (i.e., that the abolition of slavery should not be debated in Congress). The last third of this pamphlet is devoted to a letter from H. G. Otis, who agrees with and reinforces Mr. Whipple’s arguments.
